Once dried, remove the tape to reveal the stripes
Then removed the star window clings to reveal the stars.
Here you have your stars and stripes chargers.
To protect the painted plates, I’m using this Krylon sealer.

Why cut out the cling stars- just peel and stick!
They were rounded around the edges. I wanted sharp points.
